ROTC team is tops for 2nd straight year Charles W. Flanagan High School's Junior Reserve Officer Training Corps took first place for the second consecutive year at the Florida State Championship March 4 at Oviedo High School near Orlando. The unit, led by Lt. Cmdr. Steven Nesthus and Senior Chief Petty Officer Wayne Smith, will go on to national competition in Pensacola in April.
